Civil Engineer/Project Manager

OVERVIEW

The City of Hillsdale is seeking a dynamic and team oriented entry level Civil Engineer/Project Manager to assist the City Engineer with the planning, design, and execution of roadway and utility infrastructure projects in support of all city departments. The ideal candidate will bring comprehensive knowledge in civil engineering, strong project management skills, and a commitment to enhancing our community's infrastructure.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following with other duties as assigned:

Project Planning and Execution:  Assist in the planning, design, and implementation of roadway and utility projects from inception to completion. Coordinate and work with internal teams, external consultants, other government agencies and contractors to ensure successful project delivery.

Engineering Expertise: Apply an understanding of civil engineering principles to assess project feasibility, acquire field data utilizing GPS and surveying techniques, develop design plans utilizing AutoCad, and oversee construction activities. Ensure compliance with industry standards and regulatory requirements.

Budgeting and Resource Management: Assist in the development of project budgets, monitor expenditures, and manage resources efficiently. Identify cost-saving opportunities without compromising quality or safety.

Stakeholder Engagement: Collaborate with various stakeholders, including government agencies, community groups, and residents, to gather input, address concerns, and ensure project alignment with community needs.

Quality Assurance and Compliance: Conduct regular inspections, quality control checks, and assessments to uphold high-quality standards and ensure adherence to safety protocols, local regulations, and codes.

Reporting and Documentation: Prepare comprehensive progress reports, documentation, and presentations for city officials, stakeholders, and regulatory bodies. Maintain accurate project records and data.

KNOWLEDGE AND ABILITIES

Candidates shall have a firm understanding of the principles and practices of professional civil engineering, particularly as related to municipal public works, traffic engineering study and design activities, and other related activities.  Knowledge of construction methods, materials and equipment related to road construction, sewer systems, water distribution systems, street lighting, traffic signals and other municipal public improvements are important.  An understanding of the basic principles and practices of City planning and zoning is a plus.

Candidates shall be able to communicate effectively with the public, elected officials and other employees.  This position will require the ability to read and interpret documents, reference sources, as well as, write routine professional reports and correspondence.  This employee is expected to perform multiple tasks accurately and efficiently under time constraints with a high degree of attention to detail while working independently and cooperatively to make decisions and take necessary actions. The candidate will participate in a wide variety of engineering, planning, and inspection and maintenance activities for complex engineering problems.  It may be required to perform complex mathematical equations in order to create and read engineering plans.

Candidates shall have a strong working knowledge of computer programs and systems such as AutoCad, GIS, word processing, spreadsheets, email, as well as, the ability to learn and utilize engineering and construction specific programs such as RoadSoft, MERL and other similar programs.

An employee in this classification must possess upon hire and maintain a valid Michigan Operators license.

Some physical effort may be required to perform tasks under typical office conditions and on outdoor construction sites year round.  While performing duties of this job, the employee may regularly be required to sit and/or stand; regularly lift and/or move items up to ten pounds, frequently lift items up to 25 pounds, and occasionally lift or move items up to 50 pounds; be able to clearly hear constituents when speaking in person or on the telephone; negotiate construction sites with uneven surfaces.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

EDUCATION and/or EXPERIENCE

A Bachelor of Science degree in Civil Engineering or Construction Management is required. It is preferable that the candidate have passed or will be taking/passing the Fundamentals of Engineering (FE) Exam within a year of hiring.
